It might could use a good lube oil, because it has sat idle for many years. Take a look at the photos and see what you think. Package to ship. I cleaned all the wheels myself, for optimal electrical pick-up.

As can be seen in last 3 photos, the silver metal wheels indicate use, but they are also extremely clean. Of course, buyer can always sand that rust off and spray paint the covers black, if desired.
